Chapter Abstract: This is clip 9 of 26 for this video. Jane Witheridge of Waste Management, Inc. discusses recycling. The 3 driving forces behind solid waste management are legislation, economics and public awareness. Legislation is the single most significant force driving recycling today. The success rate of passing solid waste bills has steadily increased every year between 1988 and 1991. Minimum content standards have been enacted in 13 states. The government has taken it upon themselves to ensure that recycled materials are being used. Legislation in the future will include uniform standards, a balance of diversion and recovery, commodity specific rates, and responsibility for achievement.
